It is the power off to save energy?

I heard that disable certain devices over relatively short periods can actually use more energy at the end due to some sort of push to restore to new. Is this true and does vary between different devices. (correct answers only please:)

As for his TV out of the night (instead of leaving it on standby), save energy, as well as PC. However, just put out by a few minutes use more energy to start up again you have earned by turning them off. As the lights go out, fluorescent tubes make it harder to start running, but if you can leave the light off for more than (approx) 10 minutes, would save energy.
